ITANAGAR, Aug 13: Mibom Tako scored one goal in each half as Solung United FC defeated Delong Yameng FC 2-1 in a group level match in the first ever Solung Football Tournament organized by Solung Festival Celebration Committee Itanagar at DNG College here today.

Mibom, who scored in second and 82nd minutes, was named player of the day for his outstanding performance in the match.

Ngargo Ao FC will meet Banggo UFC in Group-A match tomorrow at 3.30pm.

ITANAGAR, Aug 13: The 7 Warriors 9th Independence Running Trophy Football Tournament entered into the final phase with 10 teams advancing to Super 10.

Those team reached Super 10 are Spartans GHYC, Chimpu United, Shining Boys, Chimpu Sporting Club, CRFC, BNFC, Friends Youth, Sanglo Putung FC, VVFC and Bandhu FC.

Satam Kame 3-0 Dabang FC 3-0 today’s first match while Kamle FC beat CRFC 1-0 in today’s second and last league match of the tournament.

Taki  wins Donli Riba Gaming quest

NAHARLAGUN, Aug 13: The IVth Donli Riba Gaming Quest 2013, an annual event which witnessed overwhelming response, concluded this evening with Dai Taki emerging winner to pocket Rs 15,000 and trophy besides Rs 1,500 for winning the Golden Boot (highest scorer).

Toko Takar became the runner up to receive Rs 10,000 and a trophy. Both winners were given their prizes by 2011 India’s Got Talent icon Toko Teji, state noted musician Eken Taba amidst thunderous applauses from the hundreds of participants. Of the hundred three competitors in the tournament the first semi-finalists were Sakter Hina and Dai Taki while in the second semi-final, of the 103 competitors, Tumi Koyu and Tako Takar emerged winners. However in the semi-final Taki and Takar beat their opponents to vie for the honour in the final.

 

15 houses gutted in Nyapin

ITANAGAR, Aug 13: Informing that at least 15 houses were burnt down in a fire incident which broke out at Pasalit Colony, Nyapin in Kurung Kumey district last night, the Kurung Kumey District Congress Committee has appealed the local MLA and the state government to provide immediate relief for the fire victims. According to the committee, a lot of immovable and movable properties were lost during the accident.

Meanwhile, the District Congress Committee president Tarh Lejik and his team have gone to Nyapin town in order to assess the cause of the incident.

 

Education department clarifies

ITANAGAR, Aug 13: Reacting to the recent news item published in this daily, the department of Education today clarified that it has not written any letter to the Union Tribal Affairs Ministry asking them to assign the role of nodal agency to the Education Department. The students of ITFT had claimed that due to tussle between two govt. departments in the state namely Social Justice, Empowerment and Tribal Affairs Department and Education Department, around 630 Arunachalee tribal students studying in various courses in ITFT, Chandigarh are facing uncertain futures. They further alleged that entire confusion brew out after  Education Department wrote to Union Tribal Affairs Ministry stating that they should be assigned the role of nodal agency and the entire confusion is believed to have started after that letter. In a press release, Dr. Joram Begi, director Higher & Technical Education informed that however as directed by the State Govt. the directorate has submitted a proposal of Post-matric Scholarship for the APST students pursuing various courses in Colleges and Universities both inside and outside the State for an amount of Rs 11.62 crore to the Ministry of Tribal Affairs as per their prescribed norms vide our letter No. ED/HE-82/2012 dt. 11/7/2012. When the proposal was not sanctioned, a reminder to the effect was given vide our letter of even No. dated 4/12/2012. Other than these two letters, the department has not made any correspondence with the Ministry of Tribal Affairs during the period.

He further clarified that Directorate has never been involved in the matter of students studying in ITFT, Chandigarh with Post-matric Scholarship from the Ministry of Tribal Affairs, Govt. of India at any point of time. He has termed the allegation as totally baseless and unacceptable.

 

Union seeks posting of teachers at GHSS Daporijo

ITANAGAR, Aug 13: Claiming that government higher secondary school Daporijo is facing shortage of teachers; All Tagin Students’ Union (ATSU) today urged the authority to post junior and senior teachers at the School. In a letter addressed to the deputy commissioner, ATSU further demanded for legal action against the land encroachment and proper demarcation of the school boundary. It said that rampant encroachment is going in and around the school premises.

 

YWAC to boycott I-day celebration

ITANAGAR, Aug 13: The Youth Welfare Association Chongkham (YWAC), in a meeting with all the village level youth welfare associations under Chongkham circle of Lohit district has unanimously decided to boycott Independence Day celebration by declaring Chongkham circle bandh on on August 15 to register its protest against authority’s failure to re-capture the fleeing UTPs.

Other demands of YWAC were suspension of all the police personnel who were in duty on that night, including officer-in-charge and up-gradation of Chongkham Police outpost.

 

ACMJBDHA submits memo to CM

ITANAGAR, Aug 13: The Arunachal CMJ University B.Ed Degree Holders Association (ACMJBDHA) has submitted a memorandum to Chief Minister Nabam Tuki for acceptance and approval of B.Ed degree of CMJ University by the Education Department.  

The memorandum was submitted during the inauguration of the office of the Chief Municipal Councillor, in Naharlagun today.   

The CM, after hearing the grievances of the association, assured to look into the matter positively.   

The association has been demanding for acceptance of the B.Ed degree of the said university as a valid degree for fulfilling training requirements of in-service teachers as well as for further teacher recruitment by the state education department.

Land affected people oppose new TAH alignment

ITANAGAR, Aug 13: Claiming that the alignment of trans-Arunachal highway (TAH) under Pijerang circle in East Kameng district is being changed by making a shortcut from Sede to Veo, the National Highway Land Alignment Affected People’s Forum of Pijerang (NHLAAPFP) has demanded for sticking to the earlier plan of TAH construction along the old BRO road.

In a letter addressed to the chief engineer (highway), PWD, urging it to direct the executing agency of the said portion of the road to stick with the earlier planning of construction via old existing BRO road via Palin, it said, survey of the old BRO road has been already submitted and the compensation has also been distributed to the land affected people.

Some vested interest groups are compelling the authority to change the alignment by creating shortcut from Sede to Veo disconnecting Sede, Veo, Patiwa, Nangnyo, Palin, Gumtung, Chamte, Hote, Devegollo, Rasi, Tengri, Jolang and other villages of Papu valley, it alleged.

This is for favour of your kind information and your honour is once again requested to issue directives to i.e. old existing BRO road via Palin.

DC regrets poor show under BADP

AALO, Aug 13: Expressing his deep anguish over the poor show in the implementation of Border Area Development Programme and dismal report given by the Central Monitoring Team, West Siang Deputy Commissioner MK Sahoo has dropped bulk of the individual nature of schemes that were placed for approval for the year 2013-2014 in a meeting yesterday.

Presiding over the meeting, the DC insisted on reviewing of the dropped schemes and go for formulating viable and durable assets that will benefit the border people. Since the DC is responsible for proper implementation of central grant, the implementing agencies should ensure judicious use of fund so that the fruits of development percolate down to the targeted people to ameliorate their woes.

IMC Ward No. 3 decries pathetic road condition

ITANAGAR, Aug 13: Councilor of Ward no. 3, Itanagar Municipal Council, Takap Tagru has drawn the attention of PWD and UD department for the pathetic road and poor sanitation under his jurisdiction.

In a release, he said, the road of this area has been in a devastated state for years and the incessant rain has worsened its condition causing potholes and blocking of drainage system due to non-maintenance. The deteriorating road condition and connectivity of the area is creating severe problem to drive and even walk in the area.

Criticizing the  UD department for allegedly failing to maintain proper sanitation in the area, he claimed that garbage collection and installation of dustbin is yet to be done.  The garbage heaps scattered all over the place and float in the pond, which may cause epidemic in the near future, he held.

He further demanded for immediate installation of dustbin and for maintaining the sanitation of the area within a week’s time.

Meanwhile, sale and purchase of land has been prohibited under the jurisdiction of ward no. 3.

 

Border area development meeting held

KHONSA, Aug 13: The first meeting of District Level Planning Committee of Border Area Development Programme (BADP) of Lazu Border Block was held today under the chairmanship of Tirap Deputy Commissioner Kamlesh Joshi to chalk out the Annual Action Plan of the BADP.

The MLAs representing the Block Yumshen Matey and  Kamtok Lowang attended the meeting.  Tirap SP Vikramjit Singh, all Head of Departments, representative of 1st Assam Rifle and the Anchal Chairperson of Lazu Anchal Block  also attended the all-important meeting.

While welcoming the members, the Chairman highlighted the guidelines of the BADP and emphasized on the proposals which would benefit the people in the border areas. He emphasized on employment and income generating schemes like Poultry, Piggery and Cardamoms etc. He informed the members that through BADP only such income generating schemes can be taken up. The DC asked the implementing agencies to ensure that the funds were utilized judiciously and for the benefit of the poor people living in the border areas.

Both the MLAs also assured to co-operate with the departments in the block while selecting schemes under BADP. They also emphasized on the construction of Bridges to facilitate better road connectivity for the people. They also in unison said that the schemes should be on need-base and they should be people-centric.  Other Heads of Departments also submitted their departments’ proposal which were discussed threadbare. Union seeks HM’s intervention, demands action against wrongdoers

ITANAGAR, Aug 13: The All Pakke-Kessang Pijeriang Dissing-Passo Seijosa Students’ Union (APPDSSU) today sought the home minister’s intervention to take stern action against the IRBn personnel who were involved in hunting which led to death of a personnel on 9th August last.

Condemning personnel who went on hunting at Monai area in Seijosa (East Kameng) with their service rifles, APPDSSU questioned the authority that how come personnel used their service rifles for hunting which meant for security only. The union also questioned that who authorized the IRBn personnel for hunting nearby Pakke Wild Life Sanctuary. The union claimed that wild life sanctuary authority and civil society had already lodged their complaint to the Commandant against the involvement of IRBn personnel in hunting at the said area; however it said the Commandant did not pay heed. Squarely blaming on Commandant for his irresponsibility, the union appealed to the director general of police to recall the incumbent officer. The union also observed that the wild-life authority should launch investigation on the matter.  It said that East Kameng Superintendent of Police already ordered for inquiry on the incident.

ITANAGAR, Aug 13: Kendriya Vidyalaya alumni Mathilda Behera has won laurels for Arunachal Pradesh not only because of her excellent result in All India Senior Secondary Certificate Examination- 2013 but by inking a record in Biology by securing 99 out of 100 to be among the top 0.1 per cent successful candidates across India who had appeared the CBSE examinations-2013.

KV. No 1 principal Dr KK Pandey, in a release said that the CBSE has issued her a certificate in this respect.

6th Youth Foundation Day of CRC Doimukh observed

ITANAGAR, Aug 13: The Youth fellowship of Christian Revival Church (CRC) Doimukh has observed its 6th Foundation day in a befitting manner at CRC Doimukh on August 10 and 11.

Attending the programme as speaker, Rajiv Gandhi University (RGU) Deputy Registrar Dr. David Pertin exhorted the gathering to be a diligent youth and to press on towards the set goal while dwelling in length on the theme verse from the Bible Proverbs 12: 24.

Itanagar Municipal Council Office inaugurated

CM chants ‘slow and steady’ mantra for visible results

NAHARALGUN, Aug 13: Terming setting up of Municipal Council under 74th Constitution amendment as a historic event for effective development of urban areas, Chief Minister Nabam Tuki suggested ‘slow and steady’ mantra for the Municipal and Panchayati Raj Institutions for yielding visible results.

After inaugurating the Itanagar municipal office at its temporary location at Multi-purpose Cultural Hall here today, Tuki said that the people have lot of expectations thus the GoAP has earmarked Rs 5.5 crore budget for the municipal, announced Rs 5 crore for construction of permanent office building and directed the urban development department and the DC to locate a suitable land for the purpose.

Though eight of the 18 heads to the municipal council as enshrined in Article 243  under the 12th Schedule of the Constitution have been devolved, the rest 10 subjects would devolved in a phased manner, he said.  

The municipal and the first elected councilors could fulfill the entrusted duties to meet the people’s aspirations with expertise and experience. As the newly elected councilors lack the expertise they would be taken on exposure trip to hilly towns having municipals like Shillong and Shimla for them to gain knowledge and expertise to become effective back home.

“You could earn name by good deeds or get the blame for non-performance” Tuki said.

“I as UD Minister was instrumental in notifying 27 urban centres in the state and notified area councils (NACs) would be set up in rest urban centres in a phased manner. The migration of rural masses to the urban areas is a nationwide problem which had moved the GoI to enact law for strengthening the urban centres to withstand the growing pressures, he said.     

“Take care of the basic necessities of the people, particularly women and children. Bring mass awareness for your revenue generation but make capital wine-free,” the CM said, adding Capital DC Sanjay Goel has been appointed ex-officio chief municipal executive officer, Likha Suraj municipal member-secretary besides nine ministerial staff for proper functioning of the office.    

He sought the advice of the councilors for the greater welfare of the capital city and assured all possible support of the GoAP. While deputy chief municipal councilor Kipa Babu said the credit of holding election and formation of the maiden municipals at Itanagar and Pasighat goes to the chief minister. Chief municipal councillor Higio Aruni, in her address, assured to change the face of the capital with committed works and thanked the GoAP for devolving 8 functions.

Terming the GoAP as guiding force, she sought devolution of other functions, adequate technical and non-technical staff, land for permanent office, capacity building and exposure trips for the councilors, vehicle for each member of the empowered standing committee.

Saying “Power is responsibility,” particularly in the state capital, she said the GoAP support would go way long way in fulfilling the mission of a clean, green and peaceful Capital Complex.  

The sole objective of the municipal is to bring accelerate development and beautify the capital city, said local MLA Techi Kaso and hoped that it would come up to the expectation. Goel assured to work to meet the aspirations of the people.   

Besides the councilors, senior officers including UD secretary Kapa Kholie, the DC, UD CE Taba Tedir, chief town planner Amay Morang, IPR director CM Longphong were present in the function.

 

 

AHRC calls for impartial probe into alleged involvement of 4 armymen in extortion case

ITANAGAR, Aug 13: Asian Human Rights Commission (AHRC) has urged the concern Army officials in the administration and in the armed forces to carryout an impartial, free, and fair investigation into the alleged involvement of four army personnel in July 18 extortion and burglary case in Arunachal Pradesh.

While expressing grave concern over the alleged involvement of army deployed to counter insurgency in Assam in extortion, AHRC demanded immediate suspension of those army personnel involved in the incident till the investigation is completed and appropriate punitive action upon completion of the investigation, if the accused are found guilty.

It also demanded to provide adequate compensation to the victim of the burglary and extortion.

In the meantime, AHRC urged the government of India to repeal Armed Forces Special Powers Act, 1958, from the North East of India, where it provides virtual immunity to armed forces for acts of corruption, violence, and violation of human rights.

The AHRC will write a separate letter to the UN Special Rapporteur on Rights of the Indigenous Peoples calling for intervention into this matter.

As per Supreme Court guidelines in the Naga People’s Movement for Human Rights vs. Union of India, 1997, before launching any raid/search, definite information about the activity is to be obtained from the local civil authorities as army deployment is merely to ‘aid the civil authority’.

Since no such request for cooperation from local police was sought in this case, there is reasonable doubt that the army officials with the help of civilians might have been involved in extortion and burglary, AHRC observed.

At present, there is a general apprehension that a proper investigation will not be possible, as the armed forces empowered with AFSPA enjoy virtual immunity, and the Act prescribes prior sanction for initiating legal proceedings against the armed forces.

An independent investigation may get vexed as the army PRO termed the allegations as ‘baseless’ before the media on July 23, 2013, and also added that ‘weapon, ammunitions and equipments are carried by army personnel as they are authorized as per the nature of their duty’. On 18 July 2013, four army officials along with five civilian touts were arrested by the Arunachal Pradesh police while they were attempting to escape with looted money.

Local civil society in Arunachal doubts free and fair investigation into the case and apt punishment for the perpetrators as special security laws like the Armed Forces Special Powers Act, 1958, are often used to provide virtual immunity for army personnel from legal proceedings, the release added.

 

 

BJP lambasts Cong for mis-governance

ITANAGAR, Aug 13:  While adopting economic and political resolutions at Tezu executive body meeting, the Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has stated that the status of common people in the state was in dire condition due to rampant corruption and mis-governance by the ruling Congress Govenemnt.

“Most of the developmental projects are either languishing in cold storage or delayed due to lack of effective action,” BJP said. Funds meant for various crucial social programmes are not benefitting the common people, the party claimed.

Corruption is at the root of all problems the country is facing today. Numerous cases of corruption are being unearthed under various dept; but no action worth has been taken to curb the corruption, BJP said.        

The party said that the financial status of Arunachal Pradesh was under acute deficit due to fiscal mismanagement. Besides budgetary deficit, the excess expenditure of budgetary allocations and advance loans taken from external agencies has put the State under heavy debt burden. “The notional state matching share and misuse of SPA funds as discretionary funds of the MLAs, Ministers, MPs and CM has put a question mark on the prudence of financial management of the Congress Govt.”

On security front, the party said that the state’s law and order situation has gone from bad to worse over the years.

“Criminals are roaming freely, police lock-ups being broken easily while Govt. officials, media persons are attacked, dignity of girls abused, business community harassed,” the party said.

The State Police Force is neither equipped adequately nor trained effectively.

It also criticized the government for non-devolution of full powers to PRIs and Municipal bodies.

“Complete devolution of Powers to the Panchayats and Municipal bodies is essential for ground level implementation of welfare schemes. The planning and execution of developmental projects must be initiated from the village and block level,” the release added.

It is worth mentioning here that a team of State BJP headed by its president Tai Tagak, national general secretary Tapir Gao (former MP) and other party leaders  carried out  organization  tour in Lohit and Changlang districts recently and addressed the party workers at various places.

During the meetings, the party leaders interacted with grass root level party workers and took stock of the local problems and stressed on the need of strengthening party organization.

While addressing the party meetings, Tai Tagak called upon the party cadres to work hard and strengthen the party organization and reach out to the people through the "Gaon-Gaon Chalo; Ghar-Ghar Chalo" programme which was launched in April last to educate and sensitize grass root populations.

The BJP leader also vehemently criticized the state Govt for its alleged failure in governance.  Tapir Gao also called upon the party cadres and learned citizens of the state to come forward for a change.

 

 

Chakma-Hajong in Arunachal Pradesh: a Human Rights issue or just another red herring to fulfil a political agenda ?

If my math hasn’t failed me, it’s been more than  250 days or more of daily coverage of Chakma Hajong in the newspaper, and the constant mention of tussle of ideologies on the issue among various student bodies. To add fuel to the fire, the recent controversial supposed act of granting citizenship to the Chakma inhabitants in East Arunachal by the JHPC along with Takam Sanjoy M.P (West), Convener of North East MP forum, in the Social networking sites has been a topic of discussion of the scholars, housewives, active college youths and the bored peons and drivers in the government offices.

Well, if history is not to be denied, Chakma-Hajong Citizenship issue in Arunachal Pradesh in fact, dates back to 1990s, when Takam Sanjoy was spearheading AAPSU and its demand of granting no citizenship right to about 65,000 Chakma-Hajong then, as it violated the fundamental   principles of the Bengal Eastern Regulation Act of 1873 of non granting any right to ownership of land in Arunachal Pradesh to the outsiders.

It is interesting to note that the entire migration and infiltration of the Chakmas from erstwhile East Pakistan (now Bangladesh) into Assam and Tripura happened due to displacement  caused by the Kaptai Hydel Power Project (read: Dams with capacity of 80 MW )in 1962 located pin Karnaphuli river, 65 kilometers upstream from Chittagong, Bangladesh.  (So, here arises a serious question of the displacement, migration and resettlement strategy of the state Government in Arunachal Pradesh with the upcoming Mega dams?)

A large number of Refugees had taken shelter in Assam and its state Govt expressed its inability to rehabilitate all of them and thus, sought assistance from the then NEFA - now Arunachal Pradesh and about 4012 Chakmas were settled in parts of NEFA, supposedly in consultation with the Local Tribal and also, the government of India sanctioned Rehabilitation assistance of Rs 4200 per family.

Subsequently, a Public Interest Litigation (PIL) was filed by the National Commission of Human Rights (NHRC), a writ petition under Article 32 of the constitution which sought to enforce the Rights under Article 21 of the Constitution of the 65,000 Chakma/Hajong tribals. It was alleged that they were being persecuted by certain sections of the citizens of Arunachal Pradesh.

NHRC looking into the representation filed by the Committee for Citizenship Rights of the Chakmas (CCRC), in which contained a Press report  in the Telegraph dated 26-08-1994, stating that All Arunachal Pradesh Student Union (AAPSU) had issued “quit notices” to all alleged foreigners including the Chakmas and threatened to use force  too.

Thus, NHRC sought for report from Govt of Arunachal Pradesh on the repeated allegation upon AAPSU by CCRC. However, getting no response it recorded it up as a prima facie conclusion that officers in Arunachal were in fact, hand in glove with AAPSU and its act. Thus, without delay, NHRC approached the Court for the appropriate relief.  Thus, the PIL was filed as National Human Rights Commission v. State of Arunachal Pradesh (1996) SCC 742. Whereby, GoAP and the Union of India were the first and the second respondent, respectively.

According to the Constitution, the union of India has the sole Authority to grant citizenship and since the Citizenship Right is governed by the Citizenship Act, 1955; the State government has no jurisdiction in the matter.

Thus, the matter  got highlighted on the definitions of Citizenship and their rights; those who migrated to Assam before 1966 and the commencement of Citizenship Amendment Act 1985, had to apply for citizenship through registration. Also, uprooting families with more than 2 decade of settlement was looked into as utter violation of human rights by the court. Thus, Khudiram Chakma and the 56 families that migrated to India on 1964, were allotted a refugee camp at Ledo by the Central Government, and then shifted it to Miao. Meanwhile, AAPSU challenged the act of some Chakma family buying land in nearby villages of the camp and going beyond the provisions of Bengal Regulation Act, 1873. Also, AAPSU looked at Chakma-Hajong as potential threat to imbalance the tradition and culture of the APST, besides, posing a threat to the State funds.  Therefore, AAPSU continued with its stand.  In fact, AAPSU was alleged to have caused economic blockade to the Chakma-Hajong settlement causing death and also, of violence, which led to dispatching of 2 battalions of CRPF by the central government.  To which, AAPSU vehemently  denied and showed cause certain diseases like malaria and dysentery causing certain death toll.

Therefore, looking into it, the Supreme Court finally concluded by ensuring life and liberty to the Chakma and Hajong, directing the State Government to deal all matters relating, in accordance with Law without evicting the population or denying them domestic life. Also, the central government was directed to ensure their safety and dispatch battalions if need be.

Now, after almost 2 decades of utter confusion which still lingers on Chakma-Hajong citizenship and land ownership rights in Arunachal Pradesh, it doesn’t comes as a surprise to not have State Human’s Right Commission in the state.  Also, the separation of Judiciary from executive seems to move in a snail’s pace.  However, the rising cases of Human rights’ violation, corruption, and illegal appointments, rising number of unemployed youths,  controversial developmental infrastructure like dams, Greenfield Airport and the ever depleting tribal population (due to unavoidable migration) and the slow death of valuable indigenous culture and practices, environmental degradation, lack of strong  state legislation, and the inaction towards Human resource development of the State,  2 years of Deficient state budget, increasing gap between the haves and the have not, and most importantly, a missing platform for a dialogue between the “civil society” or the stakeholders and the State Authorities has raised a pertinent question to  all the concerned citizen of Arunachal Pradesh of where and what are we heading for in the next decade?

Are we Arunachalis ready for the 21st Century ? And do we have the right people with upright integrity, knowledge, sensibility and vision as our representative, to guide us through this crucial phase of transition??  Are we asking too much? Negligence of duty by boatmen harassing passengers’

PASIGHAT, Aug 13: Due to absence of a bridge over Taro-Tamak River along Mebo-Dhola road and alleged irresponsible conduct of the boatman the commuters are facing great problem in crossing the river.

Some eminent citizens of Pasighat and Mebo area in East Siang district alleged gross negligence of duty by the boatmen entrusted to operate the mini machine-boat at Taro Tamak ghat thus harassing the passengers.

According to sources, the local MLA has funded the boatmen under his Local Area Development fund. As such, a local businessman has been given the contract at Rs 27,000 per month.

When contacted, Mebo Additional Deputy Commissioner Oti Dai informed that full responsibility of crossing the river has been assigned to the local Anchal chairperson.

“The Mongu Banggo Anchal Chairperson is looking after all the arrangements for crossing the river and he will inform civil administration if there is any problem,” said the ADC.

The ADC said that the authority is not informed of the rates fixed for vehicles, animals and other goods for crossing the river.

Lack of a bridge over Taro-Tamak River in between Namsing and Gadum village in Mebo Sub-division is causing innumerable problems for the local people.

The construction work of the steel bridge over the river under central-sponsored multi-crore project has been left half done under the reason best known to the implementing agency.

Construction of the steel bridge was started in 2002 during former Chief Minister Mukut Mithi regime.

The people of Mebo including active BJP worker said that their local MLA, who made ritualistic promise to complete the bridge within March, 2012 has miserably failed to initiate resumption of the bridge construction work. They allege that local MLA Ralom Borang has failed to achieve any significant development in Mebo area during his four years tenure.

Punching a deep hole on the Mebo MLA, local BJP leader Lenzing Pertin opined that MLA Borang has been observing all irregularities reigning in the roads and bridge construction in the area as a mute spectator. He also said that former Mebo MLA Lombo Tayeng could not make any remarkable achievement/development in his constituency during his long 20 years tenure.

Pertin also questioned over alleged silence of ‘Mebo Elite Society’ leaders, who banged on the local problems at Mebo in the eve of last assembly election.

 

 

Sonam lauds Tuki led govt for enhancing workers wage

TAWANG, Aug 13: Arunachal Pradesh Building & Other Construction Workers Welfare Board Chairman lauded Nabam Tuki led Congress government for enchancing the wage of workers and board’s benefits.

He was addressing the huge gathering of workers today here at Tawang. Sonam said, “Enhancing workers wage and board’s benefits by the current government is noble gesture towards the workers in the state”.  Chairman added that since the government is encouraging and supportive the workers should also contribute their part in development activities.

Sonam also gave away the death benefits to the nominees of the deceased incumbent Late Rinchin Drema, Late Dorjee Yangzom, and Late Smti Pema who died in accident and Normal death benefit to Late Pema Khandu. Sonam also extended immediate relief to the victims of Kitpi Hydel Phase-II. He later distributed the school kits to the registered workers children.  

Tawang Registering Officer of workers board Phurpa Tsering highlighted the benefits of the Board. Tsering Pentsom, Circle Officer Cum i/c District Labour Officer, Tawang encouraged the workers to come forward and register themselves to avail the benefits in the board.

 

 

PTM is boon for farming community: DAO

PASIGHAT, Aug 13: For the first time in the state, a power operated Paddy Transplanting Machine (PTM) was demonstrated in WRC field by the Agriculture department. The program was a part of the initiatives taken by the department to make the farmers aware about the latest technological interventions and to prepare them to adopt mechanization so that the production could be increased under National Food Security Mission.

Productivity improving technologies are those technologies that lowered the traditional factors of production of land, labor capital, materials, energy etc and finally enhance economic output, stated the East Siang DAO Ojong Yomso while demonstrating a paddy transplanting machine at Jarkong village under Pasighat block.

The innovative demonstration was carried out by ADOs Mirem Perme and Naking Nonang in the WRC field of Oson Yomso and hundreds of villagers.

The DAO while interacting with the villagers said, one of the greatest challenges for growers is labor crisis and therefore growers should look to mechanize their operations as much as possible replacing human labors. The machine is easy to operate in the field as it moves seedlings will be planted automatically by giving appropriate and uniform space and depths. A single man can transplant in 20 Bighas using four litres of diesel and working eight hours only in the field.

The DAO while assuring to assist the farmers in purchasing the subsidized machine, said it is a wonderful creation of modern technology and boon for farming community. DIPRO

 

 

DLVM committee meeting held

SEPPA, Aug 13: The District Level Vigilance and Monitoring Committee (DLVMC) under the chairmanship of Tarin Dakpe, DC cum CEO, DRDA held at Kameng Hall, Seppa yesterday.

While initiating the discussion, Tarin Dakpe said that constant monitoring of the schemes through physical verification and field visits by the implementing agencies were the requisites in order to ensure quality of works and practical achievement.

He urged the PRI members to monitor the schemes in their respective jurisdiction and give necessary feedbacks as they are also the part  and parcel of Govt. for the success of the schemes. He suggested the PRI members to take up income generated schemes and schemes of creating assets of permanent nature under MGNREGA rather than stereo-typed schemes like porter track, land development etc.

He directed the officers to stay at their posting place more especially the BDOs & CDPOs render services at the doorstep of the people to know the ground realities. He added there should be camp office system at district HQ.

He expressed displeasure for failing to present physical and financial status by the Dy. Director, ICDS,  and directed her to bring actual status of the activities  and  progress report in the next meeting. He also directed CDPOs to ensure that the SNP items are fresh and consumable.

Talking about destruction of CDPO Qtr at Chayang Tajo, he said definitely, we will take action against those who destroyed Govt properties but cautioned that there shouldn’t be interference from any corner for seeking bail petition. Further he directed the executing agencies to pay extra care on selection of contractors and select those who are capable of doing the work properly as per direction of the implementing agencies. It should also be noted that the scheme should be carried out in a time bound manner in order to avoid cost escalation.

Meyuk Cheda, Chairperson Zilla Parishad called on the officers and PRI members to work in unison for the greater interest of the people. She appealed the PRI members for proper monitoring of all the schemes in their jurisdiction and see that everything was in proper manner.

PD, DRDA Kego Jilen said that compulsory photographs/Video graphs of all schemes by the BDOs & CDPOs be done for power point presentation in the next meeting. He directed BDOs not to make payment without expected level of works under MGNREGA.

Talking about job cards, he said that BDOs should rectify in case of any double job cards issued to one family and select the genuine one. He also stressed on timely feedback of expenditure report & returns by BDOs and uploads in the net.

4th Eagle Trophy Football Tournament

GMSC meet BTFC in first semis

ITANAGAR, Aug 13: Rajiv Gandhi Stadium today witnessed two keenly-contested matches in the quarterfinal round of the IV Eagle Trophy Invitational Tournament in Naharlagun.

The first match of the day set up a clash between the ITBP jawans and the boys from West Siang (Basar) FC looking to book place in the next round of the tournament.

Both West Siang FC and ITBP showed great skills and stamina as they locked horns in an evenly-fought match. However, it would be the ITBP team which would draw first blood on the 14th minute when a left-footed in-swinging strike by S Suresh Singh found the back of the net. The WSFC keeper was able to get a hand on the ball but was unable to keep it out of the goal.

Just a few minutes after having taken the lead, ITBP were awarded a free-kick from an advantageous position but were unable to make use of the opportunity. But twelve minutes after taking the lead, P N Kumar would extend his team’s lead shooting from outside the box in the 26th minute to make it 2-0.

Affected by the goal, the WSFC boys went into overdrive to minimize the deficit. The West Siang team showed excellent overall skills but were finding it difficult to co-ordinate smoothly between the midfield and the forward line. Nonetheless, they forged ahead with several continuous attacks creating quite a lot of confusion in the ITBP box which would ultimately lead into a goal at the half-hour mark, putting the score at 2-1 to ITBP during the break.

When play began for the second half, things turned out quite the way they were left at the break. ITBP almost increased their lead early on in the second half when P N Kumar’s effort was carelessly handled by the West Siang keeper.

The coach’s halftime talk seemed to have some positive effect on the players as they kept up a good rate of attacks at the ITBP goal. The team though, looked a little nervous in front of goal, wasting several chances that came their way.

In the interim, almost as soon as ITBP had a chance to attack, the ITBP team captain crossed in a beautiful ball to find Gumli Riba who headed in a low ball into the net to make it 3-1.

Things would have turned worse for WSFC soon after when a counter-attack launched after a failed free-kick left P N Kumar of ITBP one-on-one with the West Siang goalkeeper but the golden opportunity was squandered away.

The West Siang boys were not about to give up hope as they continued looking to reduce the gap. Their efforts would however, be wasted as an attempt at goal witnessed a counter-attack which found Gumli Riba alone with no one from WSFC to check him. Taking advantage of the defending mistake, Riba netted his second of the match and making it 4-1.

W Madhu Singh of ITBP was awarded the man of the match for his performance.

In the last quarterfinal match of the tournament played between Todo United FC and Tarh United SC, many had predicted it to be a one-sided affair in favour of TUFC. And while Todo United may have moved on to the next stages of the tournament, the Tarh United players need to be applauded and praised for the fine football skills and determination that they displayed today.

Equally-skilled set of players on both sides coupled with some sensible goalkeeping ensured that there was much excitement throughout the match.

The lone goal of the match was scored in the 23rd minute by Dari Kiran in what is easily the top contender for the goal of the tournament. Kiran’s efforts throughout the match saw him being rewarded with the man of the match title.

The first semi-final of the tournament will see tournament favourites Gora Makik Sporting Club and Bamang Taji Football Club facing each other at 1.30 pm, while the second semi-final match is set between ITBP and Todo United FC.

Pollution & disease

India’s remarkable growth story has lost a great deal of its gloss owing to the accompanying decline in the quality of its environment and the resulting scarcity of resources like water. Indians are at a far greater risk of suffering from pollution-related illnesses now than they were a decade ago, when the country took off on the fast-growth track, according to a World Bank report.

The report points out that environmental degradation costs India $80 billion per year or 5.7 per cent of its economy. For an environmentally sustainable future, the country’s policy-makers need to show far better understanding of the value of its natural resources and bio-diverse ecosystem.

In a recent environment survey of 132 countries, India ranked 126th overall and last in the 'Air Pollution (effects on human health)' behind even polluters like China, Pakistan, Nepal and Bangladesh.

Similarly, a WHO survey of G-20 economies has found that 13 of the world’s 20 most polluted cities are in India.

According to Global Burden of Disease report, outdoor air pollution has become the fifth largest killer in India after high blood pressure, indoor air pollution, tobacco smoking, and poor nutrition. The report says that in 2010, about 620,000 premature deaths occurred in India from air pollution-related diseases.

Meanwhile, poverty is both a reason for the problem and its worst victim: With land degradation leading to lower agricultural yields and depleting forests and grasslands, the poor are forced into mining and overusing the limited resources available to them for their livelihood which further degrades the environment.

Sure, India's strong growth over the last decade has lifted millions of people from abject poverty; but going ahead the biggest challenge for the country would be to cope with the adverse consequences of indiscriminate growth.

CMJ student deprived

Dear Editor,

The recent acts of the state education department has left hundreds of CMJ University B.Ed degree holders, upset and disillusioned.  The recent announcement of compulsory B.Ed degree or D.El.Ed for facing the APTET exam prompted many graduates and postgraduate degree holders to pursue the required degrees.  The present no. of institutes in the state offering such degrees have not been able to cater to the requirement of students, hence prompting many to pursue the degree outside the state.  

Among the numerous universities offering B.Ed degrees, CMJ University based in Shillong is one of them.  With the notification of compulsory training for teacher’s deadline fixed for 2015, there has also been a mad rush for obtaining the required degree.  The in-service teachers duly obtained No-objection-certificates for pursuing the degree, clearly mentioning the University to be enrolled in.  With great confidence that the certificates would be accepted, hundreds have enrolled in various universities, including CMJ University, and many have passed out, obtained degrees, and some even promoted to higher positions.  The state government has been harassing the CMJ University students, first not allowing them to sit in the APTET exam and later by not declaring its results on time.  Each time the students had to seek the court’s help, upon whose verdict, exams were allowed to be written and later results were declared.  This time, in the recently declared results of the TGT, PGT, and various other exams, the CMJ candidate’s efforts have completely been sidelined again.

We seek the government’s clear stand on its policies of recruitment, an impartial treatment to students of CMJ University on par with other universities.  A clear cut notification of acceptance will save a lot of heartaches.
